I don’t know if my understanding is outdated, but they are a licensed establishment. You can literally see them posted behind the front counter. Places that don’t have a massage license can’t advertise they provide massages and wouldn’t be allowed to have it in their name. They would get fined.
That’s why some spas you may go to tell you they don’t offer massages and may even turn you away if you ask. They’ll say they offer something like showers or reflexology.
It’s literally a stickied thread called “LMT” in this massage forum that says “If an establishment or lady holds an LMT license. Please do not post a review on this board.”
But since most places do hold a license, we mainly interpret that as if the massage is okay with reviews, then it’s fair game. If they don’t want it, we’re suppose to honor it, but the rules don’t really get enforced anyway.
My opinion, if you like the place just follow the rules and work around it by trading info through PMs.
