You can have a date. You can gaze lovingly into each others’ eyes. You can stay in and cuddle, sharing stories and finding solace in each other’s arms in this difficult world. You can play cribbage or tiddlywinks. The government in Arizona says you cannot have sex.
Arizona has outlawed sexual consent between two adults, in their bedrooms, who’ve exchanged money. If you ask your escort for sex, she is required by law to decline if based on any fee arrangement.

Can I use your agency as a reference with other providers?
Yes, of course. We will require your written authorization prior to disclosing any information to another provider for your privacy. We only provide references if you have used our services within the past calendar year. Asking for a reference dating back to 1984 isn't fair to our colleagues.
Dave notes, all companions/escorts are required to have an escort license in Arizona and license number on all ads and carry their escort ID card with them on all appointments. Detailed records are required with positive ID of each client, what did (nothing sexual of course) etc. I have yet to see an ad that complied or heard of any licenses being issued.

Until the 9th Circuit rules on the ESPLERP v Gascon Declaratory Action that challenges the prostitution law as unconstitutional for in private consenting adults, there can be no "fee arrangement" for anything sexual or ads that are solicitations of sex acts including GFE or worse.
The illegal situation of consenting adults increases harm to both the companion and customer as we have seen often in Phoenix.
Bad customers have raped, assaulted, thefted and used counterfeit money since they know the companion will not report to the police.
Customers have been assaulted by boyfriends, goons, gangs of companions, stolen from etc., again since usually will not be reported to the police.
Unlike in Canada where even with C-36 most major police agencies follow the harm reduction model and not go after private consenting adults. Harm reduction is why the Supreme Court of Canada ruled incall, receiving income, and solicitation laws were unconstitutional under the Charter of Rights and Freedoms. Outcall has always been legal.
9th Circuit footnotes
The ESPLERP case challenges the California prostitution law which is similar to Arizona and we are also in the 9th Circuit. If successful it probably can be able to be used as a defense in Arizona and other states in the 9th District.
