Which was the actual basis for the Page (sp?) Act which was passed in the mid 1800's not so much to condemn prostitution or the women who willingly plied their trade but rather the slave traders who were bringing unwilling people into the states as sex workers,
In fact. the first few laws regarding prostitution did not address actual sex at all but rather propriety and safety.
A law forbidding sex on the first floor of brothels in NOLA,
An anti pornography law in the late 1800's to "supress sexual urges"
An early 1900's law allowing for the forced quarantine of any woman suspected of having an STD...
It was regulated, licensed and controlled and then made illegal because of the moral majority.
Well, that and the fines it can generate for a municipality.
