I don't see that happening in Upstate NY. I know girls who charge more than that but they live in urban or wealthy areas. You just can't go high end in certain areas. I really never gave any thought to what average median income might be. Probably not much. I would imagine almost certainly not much, and probably only very unusually enough to sustain the type of situation you seem to describe.
