Perhaps you can blame Bill Clinton. When the election was over and Bush had won, Clinton refused to allow his staff to occupy the transition offices until we went through that kubuki dance. 42 days lost on account of Bill Clinton and Al Gore. That is a sizeable part of Bush's term to that point. We also know that Clinton ordered George Tennant to have Sudan send Bin Laden to Afghanistan. Bill Clinton is the godfather of 9/11.

Are you crazy?!? Provided what you're saying is true, 42 days out of eight is nothing. And, I've never heard your other story either. If it's true, I'd like to know the whole story not just the final outcome. The lead up to 9/11 was over a century in the making.

"The story" was (and is) that because of the challenges to the election results the transition teams did not meet ... Clinton's staff was "holding out" based on their "prediction" that Gore would prevail with his litigation.

I am aware of only one other time that there was such a "behind the scenes" scenario, and that was in the Eisenhower to JFK transition. In fact JFK did not know the U.S. had troops on the ground in SE Asia (build up during Eisenhower's last year or so) until after the inauguration ceremony ... it was the next day. It started off some bad blood between the JFK staff and the intelligence community, which continued throughout his brief administration.

Some of the lack of communication from the Clinton staff came to light during the 911 commission hearings .. various "excuses" were given. Cheney mentioned it in an interview over the Christmas holidays (he also mentioned the failing economy as their first order of business).
