CGI Federal's winning bid stretches back to 2007, when it was one of 16 companies to get certified on a $4 billion "indefinite delivery, indefinite quantity" contract for upgrading Medicare and Medicaid's systems. Government-Wide Acquisition Contracts — GWACs, as they're affectionately known — allow agencies to issue task orders to pre-vetted companies without going through the full procurement process, but also tend to lock out companies that didn't get on the bandwagon originally. According to USASpending.gov, CGI Federal got a total of $678 million for various services under the contract — including the $93.7 million Healthcare.gov job, which CGI Federal won over three other companies in late 2011.

Yeah,,big fucking success, if you define success as fucking over middle class Americans.

A recent survey, conducted by Morgan Stanley, shows an increase in premium costs nationally of about 12 percent. California experienced a 53 percent increase; in Florida the increase was 37 percent; Pennsylvania’s was 28 percent.

Next year is likely to be worse:
“They’re going to see an announcement that next year’s premium’s going to be 25 percent or maybe 50 percent higher than what they’re now paying,” says John Goodman of the National Center for Policy Analysis.

John Divito of Flexible Benefit Service Corporation says, “we’re reading studies where the rates could be 10 to 30, 40 percent higher. Again, it all depends geographically where these rates are being looked at but definitely an increase in rates.”…

Insurance executives say the same thing. Marc Bertolini, CEO of Aetna, recently told an earning conference that he anticipates 2014 spikes of 20 to 50 percent, going as high as 100 percent in some markets.

The promotional budget for ObamaCare alone would cover much of the actual medical expenses for the people involved. But this was never about paying for medical care, it was about taking over health care for political reasons.

New Congressional estimates show the Obama administration is requesting another $774 million for Obamacare “outreach” and advertising in the 2015 budget. This is on top of the estimated $684 million they spent this year and the $52 million they spent on high-profile ads with athletes and Hollywood celebrities. That means the combined total in taxpayer funded advertising will be over $1.5 billion.

Barack Obama said last week, “We didn’t make a hard sell. We didn’t have billions of dollars in commercials like some critics did.”

It now looks like that was a lie, too.

Rep. Jack Kingston said, “I could have told him about the $774 million he requested for advertising and outreach in his budget or the $684 million already spent and the additional $52 million spent on celebrity endorsements of Obamacare.”

Let’s see.

Over a billion spent and a few million sign ups. If ObamaCare were a product, it would be a disaster.

CGI had been winning competitive bids for work orders from the federal government since 2003. Why would they need Mrs. Obama to pull strings for them in 2011?

Michelle's classmate worked for CGI at the time made a number of visits to the White House ....


CGI had a shabby history in Canada .... in the medical field for IT work.

I clicked on the Washington Examiner link. This is what I found which is the same thing I said in reply # 90. The Washington Post and the Washington Examiner are saying the same thing regarding the streamlined procurement process to select vendors for the project that the HealthCare.gov was attached to. Rather than open the contracting process to a competitive public solicitation with multiple bidders, officials in the Department of Health and Human Services' Centers for Medicare and Medicaid accepted a sole bidder, CGI Federal, the U.S. subsidiary of a Canadian company with an uneven record of IT pricing and contract performance.
CMS officials are tight-lipped about why CGI was chosen or how it happened. They also refuse to say if other firms competed with CGI, or if there was ever a public solicitation for building Healthcare.gov, the backbone of Obamacare’s problem-plagued web portal.

Instead, it appears they used what amounts to a federal procurement system loophole to award the work to the Canadian firm.
CGI was one of 16 companies that had been qualified by HHS during President George W. Bush's second term to deliver, without public competition, a variety of hardware, software and communication products and services.


In awarding the Healthcare.gov contract, CMS relied on a little-known federal contracting system called ID/IQ, which is government jargon for “Indefinite Delivery and Indefinite Quantity.”
CGI was a much smaller vendor when it was approved by HHS in 2007. With the approval, CGI became eligible for multiple awards without public notice and in circumvention of the normal competitive bidding procurement process.

You have implied that Mrs. Obama pulled some strings to get CGI the bid for the website. The fact is CGI was put on this preferred list by HHS when Bush was president in 2007. The project that HealthCare.gov website was attached to did not use a normal competitive bidding procurement process. CGI did not need Mrs. Obama's help to get the bid.

Fixed it for you COF. The Bush Administration brought CGI to Washington D.C. not Mrs. Obama. The Bush Administration put CGI on the preferred vendor list to make I/T changes to Medicare and Medicaid systems, a 4 BILLION dollar 10 YEAR contract in 2007. I support the premise behind socialised medicine but Obama implemented it wrong. My plan went from $250 for gold tier BCBS of TX to a whopping $465 including dental. I'd say I'm a bit above middle class financially--but those types of costs are baffling to say the least. What I really fancy (sarcasm) is my Accident & emergency copay is $300 until deductible has been met. My point is it isn't just middle class getting buggered!
