So in other words, let's just get rid of State Legislatures and every county in a State can have different laws and in your neighborhood, what ever the hell that encompasses, only women should vote. Yeah, that ought out to pass Constitutional muster but Oh, that's right the SC is so passe.
Every county and every neighborhood should abide by the laws of the State because the Representatives are there to vote what their constituents want and it doesn't matter what part of the State you are in.
Your proposal is nonsense and a fantasy........... with all due respect.

Simple theory. all people have a right to life...followed by unless they have due process to deprive them of the right. When the unborn person gets due process then we can talk. The left does not like due process. They prefer mob rule and the proverbial rope.

That is definitely a conversation Democrats don't want to have because I have no doubt that the answer would be when sperm meets egg, they call that fertilization.

And here ONCE AGAIN is the irony of this discussion. We were told by Democrats, mostly, that we needed to listen and obey science on the subject of vaccines but on the subject of abortion, Democrats will say science doesn't get to decide this and on this I agree. You can believe life begins at conception but as citizens in a Democracy, you SHOULD get to have an opinion of your own and be free to voice that opinion at the ballot box.
