I understand some like to change definitions with time, but I’m going to go out on a limb and say it means the same as it did 100 years ago. By definition, eugenics is
the study of how to arrange reproduction within a human population to increase the occurrence of heritable characteristics regarded as desirable.

Regarding this particular topic, it is well known (should be) that Margaret Sanger, founder of Planned Parenthood, was heavily influenced by eugenics. Her belief was the black population was undesirable (i do not share this belief, but sharing information since you asked). She went as far as to educate a black man in medicine to “inform” black communities about abortions (arranging reproduction). She did so because she learned the black population was not receptive to her or others like her. Today, we see black women, when accounting for percentage of population, are 5 times more likely to have an abortion than white women. Seems like their efforts to target what they viewed as undesirable traits was successful.
