CGI has been billing the government for projects/work orders since 2003. There is plenty of evidence in the USASpending.gov website. They were put on the approval list for the project that included the work order for the HealthCare.gov. in 2007 So, Mrs. Obama arranged for CGI to win all of these bids dating back to 2003? You can see every work order that CGI had with the Federal Government in this link. My point is Mrs. Obama did not help them. They had a relationship with the government long before Obama got elected.

The promotional budget for ObamaCare alone would cover much of the actual medical expenses for the people involved. But this was never about paying for medical care, it was about taking over health care for political reasons.
New Congressional estimates show the Obama administration is requesting another $774 million for Obamacare “outreach” and advertising in the 2015 budget. This is on top of the estimated $684 million they spent this year and the $52 million they spent on high-profile ads with athletes and Hollywood celebrities. That means the combined total in taxpayer funded advertising will be over $1.5 billion.
Barack Obama said last week, “We didn’t make a hard sell. We didn’t have billions of dollars in commercials like some critics did.”
It now looks like that was a lie, too.
Rep. Jack Kingston said, “I could have told him about the $774 million he requested for advertising and outreach in his budget or the $684 million already spent and the additional $52 million spent on celebrity endorsements of Obamacare.”
Let’s see.
Over a billion spent and a few million sign ups. If ObamaCare were a product, it would be a disaster.

SHHS Sebelius: Larry, get in here. We have to hire a company to design the ACA website.
Larry: Ok, Madam Secretary. Here is the list.
SHHS: Larry, where did you get this list? I thought we could select whoever we wanted.
Larry: Well, this list was developed by President Bush. We have to use it.
SHHS: Why do I have to use the list Bush used?
Larry: It's just that way. President Bush thoroughly vetted these people. We don't have the capability to develop our own list.

SHHS: President Bush set very high standards. We were lucky to have him. Now, what did he tell you about Common Core?

The development of the website was part of a 4 billion dollar contract that spanned several years. BTW, there were 4 finalists. Make sure you have your doctor check you for Alzheimers on your next check up.

Its kind of like making a major purchase, you can pull out at the last second if you don't like the product. Yes, it could be a house, a car, or (FLTR) an unmentionable subject matter here. So...even if it were true that the Bush administration vetted (which is not the same thing as final approval) CGI Federal the Obama administration (Sibelius) had every right if not a responsibility to cancel any agreement. So go ahead, grasp at those straws. It is the Obama people who signed off on it and that is where history will put it.

No, CGI was put on the approved list in 2007. The 4 billion dollar contract which included the development of HealthCare.gov was a 10 year project. See the explanation below about infinite delivery and infinite quantity contracts. CGI won the bid for the website over 3 other finalists in December 2011. The development for the website started after that.
The Centers for Medicare and Medicaid Services awarded its $4 billion Enterprise System Development (ESD) contract to a set of 16 contractors.
CMS will use the contract to acquire information technology over the next 10 years as the agency modernizes Medicare and Medicaid services and attempts to improve health care quality and reduce costs.
ESD is CMS' new approach for acquiring, delivering and managing IT. Services provided under the contract will include planning, business requirements, design, development, testing and maintenance.
Indefinite-delivery, indefinite-quantity contracts were awarded to 16 firms, with a minimum value of $1,000 in orders per contractor and a maximum of $4 billion in total. CMS announced the multiple awards on Federal Business Opportunities Monday.
CGI Federal's winning bid stretches back to 2007, when it was one of 16 companies to get certified on a $4 billion "indefinite delivery, indefinite quantity" contract for upgrading Medicare and Medicaid's systems. One has to be naive of the highest order if one believes that a classmate/alumni association with the First Lady plays no role in being selected for a $200 million contract.
Michelle's classmate worked for CGI at the time made a number of visits to the White House ....
CGI had a shabby history in Canada .... in the medical field for IT work.
