That is just some wealth-envious progressive's idiotic wet dream.
High compensation doesn't justify putting someone in jail for someone's else misdeed.
You are kind of violating about - oh, let me see - 600 or 700 YEARS of Anglo-American jurisprudence.
All felony statutes that can result in prison have a mens rea requirement - a state-of-mind of actually knowing or having reckless disregard for some element of the crime.
The sole exception is statutory rape. If a 16 year old shows you perfect fake ID that says she is 19, you still go to jail even though she deceived you.
Any crime that has absolute liability - like your company negligently dumping waste in a river because your equipment was old and no properly serviced - results only in financial penalties.
Any attempt by a legislature to impose a felony jail sentence for the actions of others will almost certainly be struck down by the courts as unconstitutional - perhaps denial of due process or cruel and unusual punishment.
And - besides the legality - think about this: who in his right mind would EVER take a job as a head of a company if he knew he could go to jail for the actions of every employee in the company? NO compensation could justify that. Would you agree to be the head of a 50,000 employee company - like Ford or GM - if you knew that a minor foreman that sexually assaults an underling could get you thrown in prison for a decade?
The economy would collapse overnight. No competent, thinking person would take a job having any responsibility. Only reckless degenerates would agree to run that risk.

Perfidiousness, the anti-dote against any law
Why didn't a "comprehensive" immigration law get passed?
A new law, as proposed by the op, to "solve" illegal immigration won't work
Law, any law, requires fidelity to it for it to matter
Comprehensive immigration reform couldn't get done because no one trusted obama to enforce the half he wouldn't like and the other half of the law would only make things worse
Now you may think some law targeting whitey would have a better chance at being enforced when the lawless left is empowered but I think not. It's all about the effect my friends.
The only thing that will ever work is proper enforcement by impartial arbiters. its all about the person. That's why jeff sessions is revered. He follows the law. Obama and Holder followed their own feelings
It's the same reason gorsuch was and is hated by the left, he follows the law
America is imperiled by the enemy within. It's not fanciful to think so

Smith argued in The Wealth of Nations the high tariffs have “in many cases, served only to encourage smuggling, and, in all cases, have reduced the revenues of the customs below what more moderate duties would have afforded.” As in the case of immigration policy, Smith argued a high tariff on trade “offers a great temptation to smuggling,” but “the law, contrary to all the ordinary principles of justice, first creates the temptation and then punishes those who yield to it.”
In such cases, Smith recommended smuggling could be eliminated “by diminishing the temptation to smuggle,” which “can be diminished only by the lowering of the tax.” America does not tax immigration, but the effect of the limited numbers issued is the same: People are smuggled into the United States sometimes at great cost and danger to themselves. Smith argued a lower tariff would increase the revenues to government, eliminate smuggling and benefit the country through lower prices
