I believe it will not happen for a number of reasons.

The primary one is that it would require the absorption of the 50+ separate criminal justice systems into the Federal System with the court systems and detention facilities, each with different procedures and data systems, not to mention personnel, elected and appointed.

Congress attempted to REQUIRE sheriff departments to do background checks on gun purchasers, and there was a push back with the refusals to do so. That was spitting in a hurricane by comparison. A more recent example is an Arizona sheriff yesterday responding to questions in which he revealed that all of his patrol deputies carry "rifles" in their units .... because of the "unusual" environments in which they must patrol. Regional areas require different procedures..... with different training specific to the terrain and environment.

It would turn into a monsterous cluster fuck with a "one-size fits all" system.

This isn't about retaliation for "police brutality" ... it's angry people.

Resorting to violence to vent their frustration and/or "resolve" their problems.

Ok I got ya. That's street level shootings or turf wars, fueled by the drug trade and other illegal activities. Ya know, it's a mind set I really don't understand. These guys grow up with no guidance, no goals. They equate respect with money. The more money they have, they think the more respect they'll get. They have no ambition so they take the easy route and make a quick buck through illegal activities. What they seldom think about is they aren't the only ones with that mentality and they find themselves in a vicious cycle of violence to stay one up on each other with often fatal results either by one another and of course the Police. That's life in the big city. Everyone wants a miraculous solution that will solve all our social issues with crime, gun violence, homelessness, poverty ect. Police Depts. already know you can't totally eliminate all of society's problems so they devise different methods to more affectively control and manage street violence and crime in general and at the same time assure officer safety to as high degree as possible. That's about all anyone can expect.

My point, as others seem to bring it up, but this country seems to spend a lot of time, energy, and money on the death of one person (trying six officers) while at the same time ignoring the environment and consequences experienced in the "Chicagos" of this country. Money is not the cure, even though money may be their motivator. Money gets them the "things" to give them status..... which gives them "respect" among their peers.

The belief system or standards need to be modified, and IMO we need to expend the resources in doing that rather than spending the resources on cleaning up the mess every weekend.....or chasing the "politically" popular headline.

Jessie Jackson's "summer job" idea was dumb. Paying a young man $5 an hour to clean parks for $200 a week, when he can earn $50 taking a paper sack 10 blocks and returning with it full of money in 30 minutes is ridiculous when the delivery person also gets "status" for working for "the man"! Throwing chump change at it won't work. The self-image has to be modified. It will take time and patience, but it needs to get done.

Jackson should hire some of those homies at the same pay rate that he's saying those summer jobs should be paid at. All he has to do is go extort some more money from those weak kneed CEO's that are already paying his extortion money so as to not get bad press, be called "racist " or have a strike or boycott by the Dindu Nuffins.
