#1: It is my understanding that anyone over a certain age, who has paid in a sufficient number of quarters is eligible for social security, which automatically activates eligibility for basic medicare. So statistically speaking anyone over that age is eligible for both. But that does not mean that everyone over that age is receiving the benefits.
