Wasn't the focus of the Seventh on criminal matters. I doubt the Founders had any concept of modern ambulance chasing.

I haven't thought much about tort reform so I don't have formulated opinions....A thought which I haven't explored and which makes sense on a superficial level is expert juries for certain types of cases.....

Nope. The Seventh Amendment applies to both and has since the beginning. The jury in civil cases was a check on the power of the King and the magnates of the day, just as it is a check on the power of corporations today.

Nope, not where I am. I haven't represented an undocumented worker in probably seven or eight years. Maybe ten, although I've sued five or six. We're in a part of the State that has some undocumented workers, but very few. Much more in common with the populist portions of the American South with a significant African American population thrown in. One of the best jury environments in the country, actually.
