1. The governors will decide when to open up not trump, many states will not open up when he wants too some will

IMO, One of his worst communication problems is that he starts answering a question before he's fully processed the question. Once the question is processed he has to backfill his answer and it's awkward and choppy . He responds much better when he's more relaxed, much worse when the media is rabid.
