Yes it does take A LOT to get banned for life. Bigdog0311, FWOG, Tara Evans, etc. Pretty serious issues. Even if they are let back on under the same handle they should be held accountable for what they have done to cause real world disasters to others in the hobby.
My best idea on how to deal with banned members would be to start a banned thread with links and see what happens to it. It would have to be done by someone who has extensive knowledge of board history and where to find all those threads bc a simple search won't do you any good.
If it doesn't work out in coed you can always try to start one in the OPM if you want. Not sure if the same rules apply or not.
