How about producing a contemporaneous report from the Iranian News Agency of the fatawa?

Did Iran’s supreme leader issue a fatwa against the development of nuclear weapons?

And their answer to the question was:

Verdict Pending

In other words, there is NOT sufficient proof that a fatwa exists. WAPO couldn't find the fatwa.

IMO: If it's not written there's no there there. As someone else has pointed out the interpretation of "development", "production" and "use" is also up in the air.

It's reported in Whirley's link that Iran admitted to producing the chemicals for a chemical weapons (WMDs) but simply not weaponizing them. Which could be a total lie since they aren't allowing inspections or simply mean they are 30 minutes away from loading chemicals into a warhead.

Did you click on the link to Iran's own website where it clearly states that a fatwa WAS issued? You didn't specify that it had to be an active Fatwa. You simply said that one had never been issued, you've been proven incorrect. You choose to believe WaPo, even though the Iranians themselves admit to issuing a Fatwa.
