Who is Charles Gaba? I have trouble finding out exactly who he is or what he does for whom? Since the target keeps changing how can you talk statistics. You can't find A or B, if C keeps changing. (A+B=C) Let me point out the obvious, Obamacare's website and the program has underperformed in every category and you still think that at the end they will hit the mark (whatever that is at the time). Only with Soviet style math can they do that.

By the way, the only real contender to be Charles Gaba is a web designer and not a statistician. You link goes to a graphic that he may have created but it does not say where the stats came from. Real weak post.

The "relevance" (you can look that up phonetically I think) of the pre-2010 statistics ... The CBO projects by the year 2018, 25 million of these 36 million will be insured by the exchanges. Look at the column graph for table 3. The increase in the percentage of people insured happens over time, specifically from years 2014 to 2018. The increase in the total per cent of non-elderly citizens insured goes from 83 to 93%. Thus the CBO is predicting that the effect that the ACA will have is that the percentage of insured citizens will increase by 10%. It takes 4 years for this increase to happen. It will not happen in one year.

LexusLover, I will agree with you for only the third time on "36 million will remain uninsured even if" . You just need to substract out the number for the illegal immigrants which is approximately 10 million people. If you do that then the amount of people uninsured (26 million) matches the CBO projection in year 2018 in the column graph in Table 3 from link below. This report was signed by the Director of the CBO, Elmendorf.

Again, over time (2014 - 2018) due to the effects of the ACA the percentage of insured people increases 10% from 83 to 93%. The number of additional people insured will be 23 million on the exchanges.

The reason why the percentage for the insured does not go to 100% is that some people will choose not get health insurance and pay the tax. Some people will fall into a Medicaid gap. Not all states excepted the expanded Medicaid. For example, a family of 4 that makes $20,000 will not qualify for an Obamacare policy on HealthCare.gov. This same family will make too much for Medicaid in the State of Alabama. In order the qualify for Medicaid in Alabama you must make less than 11,000. In this example this family will remain uninsured.

True, Obamacare is not a free ride. I don't think everyone thinks that it is. The closer your income is to $24,000 the more subsidy you get. The closer your income is to$94,000 the less you get. The success of the ACA will depend on the health insurance companies. Will they continue to sell health insurance polices on the exchanges in 2020? The employer group market is not really changing other than the new policies will have to be offered by the health insurance companies in 3 years.
