That's not what law exists for.
If it's about "health", why don't we put fines for people who don't brush their teeth?
Why don't we fine fat people until they get back into shape?
Hell, let's go full obamacare mandate and penalize people $6000/yr if they don't have a gym membership.

I agree. I'm interested to see what policy my gym has come next Wednesday. Many establishments have said they will continue to enforce mask wearing and social distancing.

Because bad breath and obesity don’t kill other people. COVID does.
Now let’s say your mask only protected you and not the people around you. How would a mask mandate be different from seat belt laws?
Do you personally know anyone in Texas who’s gotten fined for not wearing a mask? I don’t understand why this is a big deal, some kind of assault on American liberties.

We have gone about this backwards from the beginning in teh response to Wuhan virus - should have protected the people at risk, and let everyone else choose their response

We outlaw drugs because of the adverse effect they have on the users.
Poor diet and lifestyle choices are usually learned by children from parents who make poor diet and lifestyle choices.
1.3 million people a year die in the US due to heart disease, diabetes, cancers related to metabolic dysfunction, and diabetes.
Why aren't those lives worth saving?
Or maybe this isn't about "saving lives", maybe it's about exerting control over people. Maybe its a money making scheme. Or maybe they just don't know what they're doing.

Seatbelt laws are dumb too. My wearing a seatbelt isn't about keeping other people safe, it's about keeping me safe.
If people are worried about catching this, they should stay home and don't answer the door. Let the rest of us do the work and live the lives we want.
