The "issue" with Harvey is, like Allison, it was stuck in one place between HIGHS (not created by "Cloud Seeding") and kept bringing moisture on shore from the dirty side of the storm, which is customary with circular tropical storms and hurricanes.
Sometimes these "conspiracy theories" end up making the theorist look deranged.
Unless, of course, your tribe's "religious" beliefs are strong enough ..
That looks like a ceremonial PIPE he's holding, which may generate and nurture some of the beliefs he needs to cultivate so he can keep his job.

They didn't have television. And they didn't have the internet for links.
Now, once you post THE SCIENCE on how "cloud seeding" generates "highs" I will expend the time to find the best information on "rainfall" totals by the hour as an average for those two hurricanes. In the meantime, .....

But the use of the word has subsided since the media has started focusing on other parts of the country besides Southeast Texas and Louisiana.

Cloud seeding is designed to promote precipitation in areas that it is most likely to occur. High pressure systems aren't typically associated with precipitation. If a Hurricane or Tropical storm stalls because of a high front that wouldn't be an indicator of how much rain will actually fall.

Wait! You're instructing me on "cloud seeding" ...
... if it stalls with the back and dirty side over warm waters and remains their for several days ... it does indicate that more rain will fall in the area over which the dirty side passes and the force creating the bands of moisture determines how much moisture is sucked up by the storm's motion.
The "seeding" doesn't increase the moisture in the clouds it only releases the existing moisture by chemical interaction.
You're trying to "prove" seeding by the result without any evidence of the even the opportunity to seed the storm clouds.
You can't credibly do that.
