Welfare "capitol", once again did your high school just give you your diploma to get rid of you? Wouldn't the welfare capital of the US be the state of North Carolina, where federal spending is 10% of the economy or Virginia where for every dollar the contribute in taxes, they get 1.66 dollars back in federal spending? In NY, we get ,80 on every dollar we contribute, as is the case with most north eastern states. And you wonder why taxes in the northeast are higher. I knew you were wrong (AGAIN!!!), but I don't see Rochester listed as the highest property taxes in either of these articles. "No child left behind", compared to Bush's other blunders, this one doesn't get the attention it deserves, but it was a big one no doubt. At least the kids did learn how to do well on standardized tests.

right next to another school district that is low cost per student.
and is one of the best in the state of NY
granted that town is mostly Dem.
yet a mix of DEM and GOP
