This is a CBS News quote from Jake Tapper: "Obama made the trip not long after signing a continuing resolution that will keep the government open until Congress votes on last night’s last minute deal."

Your statement is misleading and incorrect. The continuing resolution was to keep the government open until congress voted and to keep the government open until then. When the continuing resolution was signed, the government was then no longer in danger of being shut down on friday. He visited the Lincoln Memorial the day after. Get your facts straight.
