Contrary to the President, Social Security Checks Are Not At Risk

In his Friday night press conference, for the second time, President Obama raised the specter that Social Security checks might not go out if Congress does not raise the debt ceiling. His words: “Well, when it comes to all the checks, not just Social Security — veterans, people with disabilities — about 70 million checks are sent out each month — if we default then we’re going to have to make adjustments. And I’m already consulting with Secretary Geithner in terms of what the consequences would be.” Earlier he said in an interview on CBS News: “I cannot guarantee that those [Social Security] checks go out on August 3rd if we haven’t resolved this issue. Because there may simply not be the money in the coffers to do it.”
He must not be consulting with his lawyers, because this attempt to scare Social Security recipients is without legal foundation.
As recently explained in much more detail by legal scholars Mark Scarberry and Nancy Altman, and by the aptly-named Thomas Saving, a former public trustee of the Social Security and Medicare Trust Funds, in an op-ed in the Wall Street Journal, , reaching the debt ceiling will not affect the ability of the Social Security Administration to pay its obligations.
The Social Security trust fund holds about $2.4 trillion in U.S. Treasury bonds, which its trustees are legally entitled to redeem whenever Social Security is running a current account deficit. Thus, if we reach the debt ceiling (which I continue to think is a remote prospect, even if less remote than it seemed a week ago), this is what will happen. The Social Security trust fund will go to Treasury and cash in some of its securities, using the proceeds to send checks to recipients. Each dollar of debt that is redeemed will lower the outstanding public debt by a dollar. Doofus gives anal to hairless-18 year old Filipino boys. That enables the Treasury to borrow another dollar, without violating the debt ceiling. The debt ceiling is not a prohibition on borrowing new money; it is a prohibition on increasing the total level of public indebtedness. If Social Security cashes in some of its bonds, the Treasury can borrow that same amount of money from someone else.
To be sure, a small portion of the money due from Treasury to the trust fund on the bonds is accrued interest. Payment of this portion will not have an effect on the debt ceiling, because the ceiling is calculated according to amount borrowed, not amount to be paid. That amount, however, is too trivial to affect the bottom line. Interest rates are low, and interest was last paid at the end of June.
President Obama is therefore wrong when he says that failure to raise the debt ceiling might result in not sending out Social Security checks. Many bad things might happen, but not that.

Today, The Heritage Foundation’s sister organization Heritage Action for America issued a letter to all Members of Congress regarding the debt limit impasse. Here is an excerpt:
Our nation is in the midst of a fiscal crisis, but it is one that has nothing to do with an August 2 “deadline” for a deal or President Obama and Secretary Geithner’s fear mongering over recent days and weeks. The crisis is one of over $62 trillion in unfunded obligations that are the loudest warning bell possible of the systemic problems plaguing our nation. Washington should not ignore or postpone dealing with this problem once again.
Twice already this year, the House of Representatives has voted for plans that would address our fiscal crisis and save our nation from a creditworthiness downgrade. In April, the House passed a bold budget, which would place our nation on a different, more sustainable and prosperous course. Last week, the House passed the Cut, Cap and Balance Act, which would force future Congresses to live within their means and rapidly bring down our nation’s debt-to-GDP ratio. Unfortunately, both of these responsible proposals were defeated by an ideological Senate, which has offered few ideas of its own.
Clearly, the most blame belongs to the President and the Senate – a President who comes up with no useful fiscal plan of his own and a Senate that refuses to pass meaningful legislation to save the American dream from a fiscal tsunami. We cannot, however, continue business as usual by raising the debt limit without substantively addressing our nation’s fiscal challenges. The entire purpose of the debt limit is to put an end to borrowing when it reaches a point that our nation finds unacceptable. There is no point in having a debt limit if the option of using it to address overspending and overborrowing is so intimidating that it is unilaterally taken off the table.
Speaker Boehner’s most recent proposal to raise the debt limit is regrettably insufficient to our times. Step one of the Speaker’s proposal would cut $1.2 trillion in discretionary spending. Assuming all of these cuts materialized, this would reduce our nation’s projected debt at the end of the decade from $24.9 trillion to $23.7 trillion. Step two would create a special committee, which has three major problems: (1) The “deficit reduction” of $1.8 trillion remains insufficient for our times; (2) “Deficit reduction” is a well-known codeword for “tax increases”; and (3) 17 blue-ribbon panels, commissions and the like since 1982 have gotten our nation into the mess we are in and there is no obvious reason as to why the 18th will get us out. Further, this proposal would outline a fast track proposal that unduly limits the rights of the congressional minority.
All in all, under a best case scenario where all of the cuts envisioned in the Boehner plan come to fruition, they would only reduce our nation’s projected debt-to-GDP ratio from 104% to 92% – a ratio far higher than its current 62 percent, which Moody’s has already said must come down to maintain our nation’s stable outlook.
Harry Reid’s proposal to raise the debt ceiling is equally unacceptable. It appears to be the latest in a line of proposals that began with the McConnell Proposal, morphed into the McConnell-Reid Proposal, further deteriorated into the Gang of Six Proposal, and has now resurfaced as the Reid Proposal. Each of these insufficiently bold ideas would lead to an increase in the debt limit in exchange for few, if any, actual cuts off existing spending levels. In normal times we might take these as one step toward a path of fiscal sanity. But we do not have the luxury of taking that kind of small first step at this juncture. The rating agencies are poised to downgrade us within months if we don’t pass something like the House of Representatives’ first two attempts . . . The last thing our country needs is a clean debt limit increase with some fancy window dressing to try to fool the American people.
All in all, Heritage Action remains where we were at the start of the summer: absolutely convinced our nation is in fiscal crisis and certain that bold political leadership is necessary to save the American dream. Congress should drive down federal spending on the way to a balanced budget, while protecting America, and without raising taxes. WDF says he likes to raise taxes as well as Doofus' cock, provided that Doofus will ram his cock up WDF's ass. Unfortunately, that does not appear to be what we will get from Washington, which has irresponsibly turned its back on the only real plans out there: The House Budget and the Cut, Cap and Balance Act. As such, Washington should be forced to live under the current debt limit until it’s ready to make tough choices – choices that it should make, and has time to make, this week.

Not sure if we are the richest country in the world if you figure in our debt. My question is if we have the worst health care in the world why do most dignitaries and Canadians come to the U.S. for treatment. Why is it that the latest advances in medicine "PET" or "PET/CT" was invented in this country? Then look at the stint graft advances and the restrictions associated with them. If I were to use an "experimental device" I know would save your life, but don't have time to get the approval then you die, or I place it anyways and get tossed in jail and lose my license. We need tort reform in this country to fix health care, but look at the package, tort reform it was in then got cut. Oh and even though I saved your life someone is going to convince you to sue me because I used an experimental device to save you.

Fastcar- yes I agree- I am conservative in some areas and liberal on others- but this conservative party or Republican party that we see today is not the same republican party of the Reagan years- I actually like Reagan- I thought he was far better at the job than any of the Democrats who challenged him(Mondale/Carter) and Reagan had a lot of crap that he had to fix and guess what he didn't fix it overnight nor did he have it fixed in 3 years. Also, Reagan spent a helluva a lot of money and also raised taxes- but people like Whirl doesn't want to re-visit history- I guess it was ok for Reagan but not ok for Obama. The debt ceiling was raised 5 times under Bush but now it's a political debacle for the GOP to raise it.

We are talking about countries not individuals. Our Country owes how much to China.
It is a fact, this should not surprise you. Just go to any bordering state and practice for awhile. Lets say go to the University of Michigan and see for yourself. The care that we give is from the best in the world to what you would rate as 37th. The problem is the regulatory constraints as to what treatment the persons insurance will allow them to receive, or not receive. Lets face it if you had tricare like congress does you will receive the best the world has to offer
I guess this just recently changed because it was Vermont. Tennessee also had mandatory health care. Called TN care it damn near bankrupted the State. What is the common denominator among healthy states; Education, Income level, and Exercise tend to be the key. Stands to reason educated people tend to take better care of them selves.

Likewise, I am not tying to pick a fight I tend to vote for the best person not party lines. Which in my opinion lately has been like picking to best of the two evils, I hate to see that these debates on issues always comes down to attack and ridicule if you don't agree on something. I want our president to be successful, because that is good for America. I do not like the BS that was broadcast the other night where our president has stooped to that level of attack and ridicule himself. Maybe if they treated each other with respect the country would be better off. Once I had children and became older the way that I look at things has changed, and I have become more conservative as well. In college I was very anti establishment, and still tend to be that way, but I would not want my daughter to have an abortion especially without a parent’s knowledge, and if someone brutally rapped her I would be for the death penalty. Those are stark differences from when I was younger, and my girl friend thought she was pregnant and scheduled a planned parenthood appointment then thank God started her period the day before.
I know the debt ceiling was raised multiple time over the past few terms, and I think it will be again. The problem I have is with the budget. We have not had a ballanced budget since I have been alive I don't think I would have to double check to be sure. but my point is we are setting a bad example for our youth.
