He meant that there is more funds being allocated at the federal level for trafficking operations, but typically these are misallocated/abused by:
1. Small time police orgs who just want easy money.
Example: River Oaks (pop. 7600) places a LC ad for "hot teen sex only $50" and has 50 morons show up at a motel. The grant is justified because they sent a message that sexual trafficking won't be tolerated and they got several scumbags off the street! at a cost of only $250k for 2 cops' 4 hours of OT that day.
2. Larger police orgs going after easy targets:
Example: The 4S Raid. It's well known from boards shit goes down at places like this. But that's shooting fish in a barrel. They will open up shop somewhere else and get more girls from Asia. Meanwhile actual pimps are targeting teenage girls and kidnapping them like that girl at the Mavericks game. Where is the proactive police work to go after those dirty fucks?
Besides the article Tinman posted, we don't hear about stronger efforts to go after the border issues of trafficking. Its a legit problem, but we only usually hear about the AMPs and backpage type stings.
