JD, due to a quirk in the law these people(about 77,000) are not eligible for the subsidy. They are eligible to purchase a policy. Did you read your own link? Still millions of people who did not have health insurance last year will have it next year(tomorrow) because of the ACA. Try to think of the big picture. Two million people went to the FED.GOV web site on 12/23/13. Do you think they went just to surf the internet?
