I can't break into your house and protest. I can't stand in the road and block your trying to get to work to protest. So i'm not sure the law really strips anything.

Doubtful, Doove is intelligent enough to at least do some basic research to find out the facts. And sure enough, He did a simple google search to find that the legislation was a minor tweak. So this is why the president can show up a ship building yard and tell lies. Secret service is around, so any comment that challenges the president will result in arrest? Best is the pravda press that let's him lie, televises it, and provides no challenge to the presidents statement?
