She was off duty and not acting in her capacity as a city employee. Any nitwit can buy a gun. While the city probably didn’t train her well, I dint think that’s necessarily enough to make them responsible for her actions off duty.

If you graduate from the Joe Dokes sDriving School, they’re not responsible for your traffic accidents even if they trained you poorly. It still has some settlement value, but I’d think It far from a slam dunk you seem to imply it is.

I don't disagree with your logic at all. But some lawsuits you just pay to go away. And this is definitely one of those cases that you pay to go away. There are way too many emotions involved and look at the victim's family. They are as nice and sympathetic as they come. They are a plaintiff attorney's dream and a defense attorney's nightmare. None of these lawsuits will go to trial because they will be settled before it gets to that point... time will tell if I'm right. I am.
