He's certainly been saying that, but often in a rather wishy washy, it was somewhat "indirect" obstruction, but under strict rule of law could be considered obstruction, but really couldn't be convicted in court so the House would need to do it through impeachment.
He's not saying anything largely different that Mueller concluded. Any reasonable prosecutor couldn't hold Trump to these charges legally, but if the House wants to proceed they certainly can.
Now if you want to suddenly decide you like what Napolitano advocates, the I'm sure you want all his other statements and judgments regarding Hillary and the left's involvement that have been both proven and covered up by Mueller to be thoroughly prosecuted too.

By the dim-retard's current definition of "obstruction", anyone that ever entered a plea of "not guilty" and paid for a defense attorney to be defended against charges is now somehow guilty of obstruction, and that, ladies, gentlemen and various miscreants, is a bullshit perversion of the American jurisprudence system.
An innocent man has the God-given right to protest his innocence without worrying about being charged with a process crime for protesting his innocence. Only true Stalinist-statists would believe otherwise.

That's exactly what the fuck the Founding Fathers declared in the Declaration of Independence when they wrote: "... endowed by their Creator with certain unalienable Rights ..."

BTW, Trump isn't "guilty", and those who are literate and educated in the art of reading understand what Mueller meant when he declared: "... the evidence does not establish that the President was involved in an underlying crime related to Russian election interference” and “... this report does not conclude that the President committed a crime...”
And even the "guilty" are presumed innocent until pronounced otherwise in a court of law. Only dim-retards don't understand that fundamental American principle.

I have yet to see someone who believes as you do explain the origin of life without referencing a "belief" in some undocumented event at some point in an unknown past which no one witnessed or can actually explain.
In other words, your "belief" system is every bit as dependent on a man-made mythology, not known or explainable facts, as those of people you ridicule.
Hence your belief system is not, in fact, anymore credible than the belief system of someone who believes in a Supreme Being.
