CW in the comics was a decent storyline and don't know why people hated it. Even then when I read it I thought of X-Men but to me if felt like it was rehashed to touch base on The Patriot Act and all the other shit going on at the time. The aftermath was hokey but it is what it is.

They kept with the same general idea (government wanting to crack down on unsanctioned superheroes, Tony siding with government / Cap on the other), but without all the nitty gritty details that people didn't need to see. And remember, for Muggles, this is the first time that the heroes really fight it out against each other in the MCU (Thor / IM / Cap in Avengers 1 is a getting-to-know-you, strangers-meeting-up squabble).
I think people didn't like CW in the comics in part because it tried to add too much of a real world element into comic books. Fundamentally, masked vigilantes are all criminals as well, but those types of comic books don't really work unless you kind of ignore the obvious problem with that.
IM's position in CW was also more extreme (either you Register with the US government or else we hunt you down) compared to the movie (the UN would like to sanction the Avengers and if you don't want to sign up, you just retire now).
