New information has come out.
The native Americans were the only ones with a permit for their ceremony.
None of the ones disrupting .it did not have that I can find.
Phillip's account of why he moved into the crowd to reach the memorial, and finish the ceremony and the people moving and letting him through has legs.
When he reached the smirking kid he would not move, and according to the girl with him, got into Phillips face..
Others surrounding him dancing and mocking him scared her.
I read the kids bs statement if he was really trying to defuse he would stepped aside like the others, and let Phillips proceed.
He wanted a confrontation, and got one.. The chaperone finally showed up, and led the kids off for a photo op.

Bullshit! Phillips claimed the students moved to surround him. That most certainly did not happen! The students were standing there waiting on buses. They weren't there to "protest" a damn thing. So your notion that they didn't have a "permit" to be there is bullshit. The full video shows those students were verbally abused by the adults belonging to a group known as the Black Hebrews, and Phillips' group could easily have gone around the group of students but consciously elected to move directly into the center of that group. Phillips was the instigator; not the students.
