on second thought i'm gonna have to reluctantly agree with you. that rule doesn't say "Zero Tolerance" .. it says nothing obviously suggestive in the well known forbidden ways.
i get the adult site thing. the rule should either be changed to a Zero Tolerance or be used as intended, as written, where an image is evaluated for any suggestive nature and removed on that basis only.
interestingly .. if you go to the top of the page there is consistently more guests than logged in users. of course a user who does not login is considered a guest at that moment. there's no rule that says you must login.
there is nothing the site can really do to prevent underage people from accessing any public area of the site.
the site could go to login only access of course, but that would drastically reduce ad revenue due to less traffic to the site.
other adult sites and most provider sites have the "Are you over 18?" question but all that is is legal cover, it can't stop an underage person from simply saying "Yes" and gaining access.
clearly, a lot of people don't want to register a handle even if it's free to do so. given the volume of traffic as guests, i don't see the site ever requiring a login for access, too much lost ad revenue.
