I say that’s pretty good. However, how many got tested? If only 100 got tested and 28 positive, that is pretty scary.

authorities are refusingf to test most people.
test kits are in extreme short supply
even those with exact symptoms are told to just self quarantine.
have a friend who has the symptoms and was begging hospital to test, they refused
there are thousands of infected, by not testing they can report low infection and not produce panic
