Have you ever heard of "Cloud Seeding"? Basically it's a form of weather modification, a way of changing the amount or type of precipitation that falls from clouds. Chemicals such as Silver Iodide or Dry Ice are dispersed into the air that serve as cloud condensation to promote rainfall. In relation to Hurricane Harvey, Houston Texas receives an annual rainfall of just under 50 inches. The average Hurricane will typically produce 16 inches of rainfall and that's not relative to it's category rating. Hurricane Harvey dropped about 50 inches of rain on Houston and the surrounding areas in just a few days. That overwhelming abundance of rain may have been the result of cloud seeding.

hmm.. think we got some of China's cloud seeding program? I know they do theirs in dry areas that need water. you're talking about a shit load of iodine & dry ice.
don't those 2 chemicals have different effects depending on what you're trying accomplish?

Well Cloud Seeding is intended to encourage precipitation in areas of extensive drought. Hurricane Harvey didn't form in our back yard sort to speak. So there's no telling while Hurricane Harvey was in it's initial stages of development it could have been affected by cloud seeding from another source outside of the U.S. that is a possibility. The video below explains how cloud seeding produces rain.

Jim, this wasn't "Cloud Seeding" ... this was a hurricane that drew its moisture from the Gulf of Mexico like every hurricane since there was a "Gulf of Mexico" including the one that wiped out Galveston a long, long time ago....1900 ...
and ...
"The Great Hurricane of 1780, also known as Huracán San Calixto" .... lower Atlantic East Coast (not the Gulf).
The "issue" with Harvey is, like Allison, it was stuck in one place between HIGHS (not created by "Cloud Seeding") and kept bringing moisture on shore from the dirty side of the storm, which is customary with circular tropical storms and hurricanes.
Sometimes these "conspiracy theories" end up making the theorist look deranged.
Unless, of course, your tribe's "religious" beliefs are strong enough ..
That looks like a ceremonial PIPE he's holding, which may generate and nurture some of the beliefs he needs to cultivate so he can keep his job.

I tried to watch one of the videos on weather control, as soon as the guy started saying that the hurricane was brought in and held in place by "radio waves" my mind jumped to the last sentence in your quote.
