You can get access to disaster assistance without having internet access.
There are four ways you can apply for FEMA disaster assistance:
Fill out a DisasterAssistance.gov application online.
Apply using the FEMA app. Download the free app from your smart phone's app store.
Apply by phone at 1-800-621-3362.
Apply in person at a Disaster Recovery Center (DRC).

Except no FEMA funds have been diverted from disaster assistance. The question posed by the OP, me by the way, should Congress come back and allocate more funding to refill the disaster relief funds because of the number and severity of weather related disasters to hit our country this year. Especially because it’s not over yet.
