The other "factor" you are not considering is whether "attendees" are "invitees" of the team players and/or staff or not. As more "public seats" are made available by lower ticket sales then team members can have a greater allotment of tickets.

Is it currently in the "interests" of the teams to over-estimate actual attendance?
