Regarding her comments, I think she was being realistic. I would agree that loss of property is less significant than loss of life. That does NOT mean she was encouraging rioting and looting.

She's asking for money, that ordinarily would be allocated for a natural disaster, something you can't intervene and control to an induced incident that could have been easily intervened and controlled. It was estimated within the first forty eight hours after the storm over 40 thousand New Orleans residence flooded into Baton Rouge for refuge. The Mayor and Chief Of Police were in a press conference and the mayor stated his police dept. was on the job in full force and would not stand for any disorderly conduct of any sort.
