It already has been enacted in 15 states plus DC and which gives them just shy of 200 electoral votes. And it also already been approved by part of the legislatures/and or at least taken up in a large number of other states.

For those unfamiliar, it's an attempt to back door the EC by using the popular vote to pledge a states delegates. It will face Constitutional scrutiny if it gets passed, but the ploy just might work.

Gawd you are one misinformed mother aren't you?

RealClear Politics simply takes the polls and averages them out. They do next to no polling on their own.

And further misinformation is that the polls had Hillary winning in a landslide on election day. Almost all of the polls differences were within the margin of error.

It was the moron pundits and media commentators running with those polls and giving Hillary the landslide victories. The polling was pretty close to accurate. But I wouldn't expect some to understand the difference between the tripe the pundits spew and the actual underlying poll numbers.
