Don't feel alone over there in Houston. The lying liberals here in San Antonio are afflicted with the same " spread the tax base, annex all we can, then tax and spend till the constituents limp ! " syndrome. These idiot liberal hicks were even sued a few years back for eliminating a liberal Hispanic gay rights organization's funding ( Esperanza Peace and Justice Center ) in a move to help the budget . There where other areas of the City Departments facing loss of budget monies or a reduction in funding at the same time. The "Justice Center " went to court and argued that after so many years of continuous funding contributions by the city, that they where ' entitled " to the funding. And the lying liberal Judge agreed and forced the city to restore funding to them . The rest of the Departments couldn't go and sue the City for a restoration of funds. So the Mexican fags got to stick it to the taxpayers and didn't even offer a reach around. Lots like woomby does on here !

Houston cut a deal with the Woodlands to not annex them and the Woodlands would not incorporate or something like that. City wanted the tax base bad, but could not really afford to offer up city services. I think the city also had to give up any extraterritorial claims. I could be wrong as it has been a few years since they make their agreement.

Now Sly and She-jack will fuck the citizens in the ass with both hands in the citizens pockets.

Houston has it's "fair share" of small incorporated pockets of resistance.

The tactical method of eliminating the "encroachment" is incorporation, which takes some farsighted decision making.

There was legislation (have to look it up) requiring a vote by the occupants/landowners of the area to be annexed to approve the "consumption" and the vote was required to allow annexation. I don't recall if it passed or it was subsequently repealed or modified.
