Removing insulation from the walls of low income housing* is not as challenging as cleaning up the Gulf. Besides that was Chicago. After all, cleaning up offending environmental conditions was his "expertise" that qualified him for the job of President of the United States.
*FYI: The offending "insulation" was not repleaced, BTW. A thought.
