Not only do I not know, you do not know.
What I do know is that I do not want taxpayer dollars going to any one country. If one segment of society thinks it ok to send my tax dollars overseas to the charity of their choice then when would that segment of society have a valid voice to object to sending taxpayer dollars to another nation that they do not care for? IMHO they do not. If you ok sending charity to Israel then you lose the right to object to sending dollars to another nation.
I have no problem if private citizens want to donate to which ever country they choose.

Well spent for who? The military? The Jews? Certainly not well spent for the country as a whole IMHO. Our vast industrial military complex can only make money as long as there is conflict in the region. It is money well spent for that segment of society. Bur that is a redistribution of wealth that you so object to....until the cause is one you support it appears. I can not recall sending tax dollars over seas being in the Constitution.
