p411 verification question

Can we really assume the folks in Canada aren't going to fact check a business phone number before they call? If I were at P411 confirming employment and found out a 'business number' wasn't legit, I'd find out what type of number I was given and go from there. If I wanted to play that game I'd just contact the applicant and say something along the lines of ' they said you were a pervert and on the run from the law'.
