Uh, no, there was not. The plan now is to try and get as many test kits FOR THIS VIRUS as soon as possible. How could you plan for a test kit for this virus before you knew it existed? How could you plan on which country would need extra quarantine measures against their nationals entering our country unless of course in the case of a new virus, we shut down our borders to any and all people on the planet that are already not in this country and how do we suppose the Democratic party would handle that kind of XENOPHOBIA!
I guess one could complain that the ability to create a test kit for detection of a cold virus could have been in place but if that were possible, why wouldn't it have been done in the previous administrations?

Presidents don't snap their fingers and instantly over come all obstacles. Obama sure as hell didn't when it came time to respond to H1N1. While this article from Politifact ( I use this not because I believe everything they print is true but that the Left usually does so if there is ANYTHING in their article I find beneficial to my argument, I use it ) its tries to point out the mistakes that Trump has made in various statements about what Obama did or didn't do compared to what Trump has done or didn't do but here is a fact that isn't disputed.

At that point, H1N1 had claimed more than 1,000 American lives, according to the CDC.
Why didn't he act sooner? Why weren't all the test kits necessary to stop this before 1,000 died, available? Why didn't we restrict travel before 1,000 died?
Now consider the recriminations heaped upon Trump with what, 39 dead at this point? Was it asked why 1,000 people had to die? Why wasn't the Obama administration prepared to save those 1,000 people? Silly question, right?
When Obama made his declaration, the New York Times reported at the time, thousands of people were lining up in cities across the country to receive vaccinations, as federal officials acknowledged that their vaccination program had gotten off to a slow start, with some states having requested 10 times the amount they have been allotted.
Millions of people in the United States had had H1N1.
My apologies to the "I hate whataboutisms" crowd but it is only with this can we compare if criticisms for one is valid compared to criticism of another.
