You can, but that doesn't change the facts. For one, that's not the history of Latin American countries ... and is generally correct in "third world" countries.
My belief is the Venezuelan military doesn't want a civil war in which they will be killing/wounding their own families and friends. The loon trying to control the country can give orders all he wants, but he has no ability to enforce them without the military. That means they "own" him, not the other way around.
There's another factor: The U.S. military and U.S. para-military (contractor) personnel on the ground.
