Don't have a solid answer on this one, but breasts are mostly fat, I think, and I believe fat floats in water. But there's going to be other stuff in there too so I'd say probably not, in my very uninformed opinion.

Actually it was proven to me back in my navy days that most humans will float if they don't struggle. Problem is that our level of buoyancy is such that just our eyes will be above water and not our nose so we drown. And when we get that little bit of water in us we sink.

I only know the answer to this because I saw an episode of Manswer’s that was discussing it... Natural breasts float, but implants do not.
