As for the Supreme Court ruling with all due respect you have mischaracterized Judge Roberts discussion ... and it's not just a matter of semantics. It's a "philosophy" of the SCOTUS that has grown since the Court first started deciding cases.

If a law is "Constitutional" under one "characterization" it is not in conflict with the "characterization" of that law that is unConstitutional. Roberts merely characterized the mandate as a "tax," which was within Constitutional Powers of Congress to pass.

As for Trump's action one of the early EO's he signed (if not the first one) was for the IRS NOT to enforce the mandates when looking at returns.

Edit: It was the 1st EO he signed: No. 13765 January 20, 2017.

The interpretation of the Federal regulation is incorrect when it says that Federal employees were REQUIRED to obtain coverage through the DC exchange.

The Federal employees were only allowed "employer" contributions to the premiums if coverage was obtained through the DC exchange, which in effect increased (artificially) the enrollment in the Exchanges, which gave the appearance of success.

The dependence on "employer contributions" for premiums creates an "entitlement" that frustrates attempts to eliminate those Regs and Provisions of ObaminableCare and puts a heavy personnel burden on the members of Congress who must vote for the changes.

Why did he suspend the business mandate?

Was it an attempt at including the opposition? I think there was LOTS of the ACA that was a concession to the GOPPOSITION.
