fyi, with regards, to the old modem, was finally able to pull its config page up. trick was to enter its address as the gateway.
the log in that I assumed was VPN was not VPN, but windows software PPPoe log in to the modem.
I got the netgear router. actually, it was the router that told me that there might be something wrong with the modem. it was telling me it was detecting static address when it should be detecting dynamic address.
so, now I have a new router, and a new modem (geez they're making them smaller)
