Larger than normal implants (over 1000cc) are given the tax break because in general, the only ones who go that big are adult workers who are doing it to make money from them. It has been accepted that the physical hardships of such large breasts would not be welcomed by your average housewife due to the strain on the back, etc. It is easier to prove it as a "business" expense than it would be if you are going from say an A to a C. Housewives do that all the time.
