Yes, actually, you needed to see the ROS to know that this was a rip off and not an NCNS. Guys put what the rate was supposed to have been in the review for an NCNS quite often, so the fact that he quoted $400 doesn't make it clear that this was a rip off.

Furthermore, if he actually gave her $400 in advance then this was NOT an NCNS. Money was exchanged, so this should be considered a legitimate review and attached to her profile like a tin can tied to a dog's tail.

It is also definitely alert worthy. Not only should the men be aware that she ripped this guy off to the tune of $400, but this is also good information for fellow providers to know. Women like this make it harder for the legitimate providers, and I appreciate knowing who to avoid - who is definitely off the list for doubles, who's references should not be trusted, etc.

because she didnt show up, she didnt get paid

It was not an NCNS. It was a ripoff. If you don't have ROS access you will just have to take our words for it. It should be an alert and should be linked to the provider. I don't think it can be a review as no activities took place, but it should not disappear into the void of Coed Discussions.
