Why would he shut it down? He should just let the two threads die natural deaths. Closings threads is not a good way to handle things.

This one is the easiest type to to mod. The OP started out as a rule violation.
And its got nowhere to go besides down. In this case it is one of the few times locking it is the correct move. And the other one he started too.
