There sure are several ways to define the word whore. We don't know everything that she's done in her life, so she might actually be a whore. Has she had sex with a whole bunch of men? If yes, then she's a whore. Has she accepted anything of value in exchange for sexual gratification? If yes, then she's a whore. Has she had a penis in her mouth or anus? If yes, then she's...a cocksucker at the very least.
On the other hand, most men strongly dislike women who don't give head and would never vote them into a position of power. It's almost like a reward for bad behavior.
