it's policy, not law. and Obama had policy that did the same thing, separating the adult male from minor children and female adults, for the purpose of releasing the male at a different location. Why? to prevent the family from easily regrouping and trying to re-enter the US. a deterrent. how is this in general different than what Trump is doing? the purpose is the same, a deterrent to illegal immigration.
